Based on what we know about Colonel Soll, I think we have some established facts that make Soll seem very similar to Roman General and Statesman Lucius Cornelius Sulla. I'll try to go over some points of similarly.

Both came out on top in a civil war to have a long authoritarian rule: while Sulla defeated Gaius Marius, Soll defeated Eduard Luderin and Iannick Rikard, the subtle difference is that Soll was dictator in everything but name while Sulla was named dictator.

Both were staunch conservatives who purged thousands of political enemies: Sulla proscribed many former Sertorians and Marians including those even remotely related to him, one of them even being a young Caesar. While Soll cracked down hard on the red youth while leaving the young Sords mostly alone.

Both had a faction which evolved into anti progress factions blocking every way for their respective countries to reform in order to keep their own power: While Sulla died, people who thought exactly like him didn't and eventually evolved into The Optimates who did everything they could to block any reforms all the way leading upto granting Pompey the rank of Consul even though he was not eligible for it this convincing a reformist to join the Conservatives. While Soll has the Old Guard trying to maintain their own power by assassinating an elected official to cause nationwide panic and to convince Rayne to declare an emergency and block the way of any democratic reforms and keep their power via the use of police to do state sponsored political violence.

Both were military tyrants: While Sulla used his army to March on Rome, Soll used the military to Crack down on protests against the Izzam Dam
