In the plainest English I will explain how it works. If you're using the pwnbox from the website, you're good to go and no longer require an ovpn file. It is already on the same network as the victim host.

However, if you have your own virtual machine, like via a hypervisor like VMware workstation, you can download an ovpn file and use it with the openvpn binary to connect to the htb network for access to boxes and challenges and whatnot
