They do takedowns and such. Sometimes things get hosted outside the reach of takedowns. Not much more they can do. Writeups don't really affect you anyway. All you're doing is cheating yourself out of learning if you're using them.

Mate a lot of the leaked writeups are from darknet forums that even the FBI has trouble taking down, let alone HTB. Other than legal action (which will probably cost a lot more and be a massive headache), or threaten to ban. They can't do anything.
