1. Make a new dummy low priv user account
2. Use EFS to encrypt one of the DLLs specific to msmpeng (make a copy of the dll first)
3. delete the user so that it cant be automatically decrypted

EFS encrypts with a per-user certificate, sorta like how DPAPI works, so because msmpeng runs as system, it cant decrypt it
