Custom game instructions for the Halo Infinite Tech Preview:

Player 1 opens up Academy, and then Training Mode menu
Player 2 stays on their main menu
Player 1 invites Player 2 to fireteam
Player 2 joins (sees custom game menu, but can't change anything)
Player 1 boots Player 2 from fireteam
Player 2 now has control of Custom Game menu
At this point, Player 1 can join Player 2 and set custom game modes. You can then back out of Player 2's game and have your own Custom Game menu.

You can fully customize loadouts and play PvP among whomever you want. Slayer, CTF, Strongholds are all there.
