S3's are not as strong as S2's especially the Alpha and Beta generations S3's were "disposable" heros. That said, yes they are leagues stronger than a baseline human.

As far as we know Laconia has been uninhabited. But I’m wondering if the UNSC had some kind of secret training facility or a base there for the Spartans. She also said we had to regroup and rebuild so making me feel like there was some kind of attack.

they didn't really have such a big role in the extended universe aside from being space pirates and wrecking havoc on convenant carriers, but them being on zeta halo kinda seems they are looking for something, either some ancient artifiact or something. we'll find out in Infinite
