If you can shoot a helicopter driver with a sniper rifle, then it's possible to shoot down the pilot as well. But, that means you need a clear shot and clear target which is likely impossible to do.

Even Noble six got injured despite using re-entry equipment.
Unless the Spartans have a jetpack or booster on their back, it can suppress or even negate the fall damage.

The second is that the suns change brightness to cause a similar effect to what I described in my first guess
