Seen a few posts about it on reddit, seems to be an issue since last update, can queue with steam players as party leader and then find games but solo its impossible

There is actually two types of aiming. It works in games and in IRL. While it's good to have skill in both, we all tend to favor one over the other and that should be the one you mainly focus on.
Tracking and Snapping.

Tracking is following your target and staying steady on them. It's pretty helpful against an enemy with shields as you can be pretty consistent. The trick there is to dial in your settings you you can follow your target smoothly without your sensitivity going too fast or too slow to "stay on target".

Snapping looks more "chaotic" and can take a little bit to get dialed in with your flicks and trigger press timing since instead of following a target you are flicking fast over them multiple times and firing when you know it's lined up. It's more beneficial for things like swat and sniping but it's my main way to aim in general.

It helps you record your gameplay to see if you are frequently overshooting your targets or if you aren't fast enough and undershooting the. If you frequently overshoot your target, bring you reticle speed down a little. if you are constantly behind your target and feel like they are moving too fast for you, bring your reticle speed up a little.
That'll help fine tune your aim a little better.

But try to aim with your movement stick going side to side to keep up with them and use your aim stick to make small needed adjustments in tandem with that. It'll make your aim more stable with less variance since you are only moving on one plan.

Next tip, don't over think it. Feel it. Get in the zone. When you think, you get in the way of reacting which makes you slower.
