Right but what would they bring to the story which hasn't already been done in the original trilogy? We've already defeated the Flood, so bringing them back for the sake of it would just lessen the feeling of the threat they are supposed to pose to all life. The Flood aren't an enemy which can be flexible in why they're doing what they're doing. You can't just go "Oh, the Flood is back because they want to go after a McGuffin", the be all and end all of the Flood is to wipe out all life and convert it into the Flood

Like, the Flood is inflexible of an enemy faction by design, there's only so much you can do with them in a narative as an antagonistic force

It's why most zombie media doesn't have the zombies as the main antagonist, they're just a persistent threat to everyon involved
