This is actually fairly standard across the industry. A lot of developers will join for a project and move move on to something else, not everyone wants to be working on the same game forever - no matter what that game is.

It's not any kind of bad sign towards the company. You can look at the credits for any game series and you'll likely find that the majority of the name are new compared to the previous releases

It's not just about improving a weapon's effectiveness, but it's also about catering it to different situations. Like, the MA5K isn't going to be the best option for a standard UNSC marine, but for operations like those which heavily featured Spartan IIIs, it was a perfect weapon for those missions
