I can answer this one.
There is a way to play the game online, called Pokémon Trading Card Game Online (PTCGO). This client had a function to trade cards and packs, and what ended up happening was that every pack was the "coin" used to buy/trade cards with others. Technically you could start from 0 and get a full deck from just trading (Though that implied that someone would lose their money's worth, maybe even get scammed).

Then came the new client, called Pokémon Trading Card Game Live (PTCGL), there, you can't trade, just scan code cards that come from card packs, and use that to build your collection. You can redeem in-game currency for cards you need, but to get that currency, you need to redeem spare cards from new packs. This monetizes the game a LOT more, unfortunately, but there is SOME benefit to making scams a lot harder.

They can be collected on any difficulty, but they don't provide any achievements (besides finding them all) unless you do LASO (Legendary All Skulls On)
