Arbiters are kind of like 'examples of prime insert species here, so generally they'll just be notably strong and athletic elites. In other words, Spartans in general are going to be physically on par, but mentally faster and usually physically stronger.

Generally, being an Arbiter means you were exceptionally skilled and strong for an elite before you were made an Arbiter; You have to be worth the redemption by being capable of the act(s) asked of you.

A good plot would be the endless Create a sort of second coming of the covenant, which drives a rift in the banished with half reverting back to their Zealot ways,

While the other half refuses to bow and be under the command of some over zealot force.

So the UNSC and The remaining forces loyal to Atriox form a sort of uneasy alliance more out of necessity, to fight back against the endless with fractured banished forces.

And the endless will essentially be a totalitarian type force wanting to rule through force.

Depends. Are we changing ODSTs? Then I'd start using environment specific camo, more broad mission profiles, and more specialist roles pertaining to their profile.

Personally, I'd rather make ODSTs a multibranch equivelant to modern USSOCOM. Change the name, make them a broad command with a wide variety of specific units and mission types comprised of a unified command, many of which happen to be orbital drop rated.

It would require a huge debt team and resources.

And it would also mean creating almost two different types of games in one.

Obviously a linear campaign around MC, a multiplayer format just like Infinites and. Third mode that is open world , able to be played in both 1st and 3rd person view
With customizable weapons, aka Ghost recons breakpoint but it's Halo.

Like the tech exist to make it. it would probably require a new type of engine or using whatever Ubisoft and Activision use for the open world model.
