My guess is partially because the BR and later DMR are descendants of the AR. (Not talking lore) Bungie felt the CE AR felt more like an SMG than a rifle. The BR was designed to fill the rifle role and replace the AR. (Functionality wise it replaces the Pistol) Bungie took design cues from the AR when making the BR, and from the BR when making the DMR. So the idea of a UNSC bullpup rifle just kinda stuck. Im sure there's a better explanation out there but that's my educated guess

• Encourages static gameplay (Watching det location, camping strats)
• Rewards relatively risk free plays with little to no actual tactics involved
• Functions as a secondary motion tracker
• Capable of an instakill in addition to the above

And it's not even a matter of 'Oh but Trenchbird you're just mad because you died to it a lot'. It's literally because I abused that damn thing as hard as possible back in the day and used every dirty trick in the book with it, and it's just not a good fit. There's cooler and more fitting choices.

That said, making it just not have the motion tracker would fix like 75% of my problems with it.
