The reason a lot of cosmetics are not purchasable later, is because they're meant to be limited time rewards that you can use, if you get, to show you've even somewhat engaged further into the community by watching streams and stuff, since, if you could just buy it later, it wouldn't have that same value.
So stuff like armor coatings or weapon charms that can only be obtained by watching streams from either the official Halo Twitch, or partnered streamers is meant to stay as rewards for that only, to show further engagement in the community
