Generally NATO gets different units in different divisions because the divisions are from different countries, not because the developers care more about them. Most of the unit specific markings on NATO vehicles are by now being reused in a division they're incorrect for, which is why Eugen have moved away from doing unit specific markings where they can. The same issue is present with Guards badges on Soviet vehicles, to be fair.
Zil-131 has made it in with the Soviet Marines and I think you can assume you'll see more of it from now on.
For the artillery, divisions have the artillery they had, plus usually at least one attached gun from a higher level formation. Mostly that is 2S1/D-30 and 2S3M/D-20, because that's what most of the Soviet artillery park was.
