Some prices feel quite a bit off.

KUB is one of the best pact AA pieces. It is currently underpriced. (One of my favourite AA to use). Currently its extremely cost effective.
OSA is worse than tunguska, yet costs more. Yes, its wheeled, yes it shoots one tick further against helos, but overall that isnt too relevant in may cases. Sometimes i just need a good affordable AA piece, which is Tunguska.
There is no reason to take the advanced strela car for 120 points in 27th since for 15 more points you get tunguska which is significantly better both against helos and planes.

For comparison, - here are well priced pact AA:
90 point strela, 135 point tunguska, TOr for 140 and buk for 155.

osa is substantially better than tunguska in a lot of ways

in particular, it has extra range, is wheeled, and only has a 1s aimtime compared to the 2.5s of the tunguska's missile

and the strela 10m3 has the very substantial advantage of being fire and forget, which means it gets its missiles off much faster than tunguska does- tunguska is very lucky to get 2 missiles off if a plane flies over, strela 10m3 can get three off if the pathing is good

Until you play against a div with a sead plane and you have to disable your AA. In 1v1 current meta has lots of airborne/inf divs that do lots of aircraft and that includes the sead. At that point tunguska does significantly better
