Problem is it’s not consistent between the divisions for the same units. For example Motostrelci in 303 get better availability curve, same as their T-72 compared to other Czech divs.

I may not have half a brain, but same units can & should have different availability curves in different divisions, due to historical reasons (TO&E) or gameplay balance
Nope.
TO&E and balance can be set by number of cards, slots and price per slot.
The availability per card should solely depend on the point cost which should depend on the combat value.
Funny, I'd argue the exact opposite that balance dictates that a unit card must not have different availability or veterancy across divisions.
And as @sullen bloom says, if you want to consider historical reasons, then you adjust how many cards are available to a div and how much activation points it has to pay for its slots.
Vet curve available per div and max number of units per card have been used before to make divisions unique, the m198 in 101st compared to bercom has higher min vet for same quantity per card. It makes the div able to stretch a slot farther while still keeping total tube count contrained by ap and slots. Bercom could get 2 m198 with vet over 2 cards while 101st could get an m198 with 1 vet at 2 avail. Making units available at higher vet with equal number per card has been done before to make divs unique. This continued with 6th ID where 6th ID like Bercom has m198 at 2 per card at 0 vet, but 101st has 2 per card at 1 vet.
Which is also not done consistently, because some units get "free vet" with the same vet curve while others are simply locked to the higher vet.
You neglect to consider that we have a fixed amount of points to spend on a deck and that there is a (apparent - I know it can be circumvented by mods, but it is clear by now that Eugen will not change that) limit of 10 cards per tab
There's also a consideration of vetlocking units, as in the case of 303
the fixed amount of points is mostly negated by the fact that eugen can freely decide how many points any slot costs, and there's nothing preventing them from setting any slot cost to 0.
so the 50 point limit is no actual limitation for eugen in allowing how many cards any specific div can use in total
But considering their design choices so far, would you consider it to be a likely outcome?
There's a lot of stuff that could be fixed in the game, but I think the feasibility of the implementation, given past decisions, should be taken into account
I only explained why your statement was wrong. The "fixed amount of points" is completely irrelevant considering AP cost in each Tab has wildly different values between divs
You didn't address the hard limit of 10 cards per tab though, curious.
