indeed you are 100% correct, the "bug" here is I think it would make more sense to show the minimum price to get the that person in the field (price of the person and cheapest gun loadout put together) all in the first menu (top screenshot), not just the starting price that then you will need to assume to add an extra thousand dollars to afford the loadout as well,
that's just my take from it
