so i contain the virus in 1 place no way zombies can get across my walls and somehow civilians get infected in areas across the map where the wall was supposed to keep zombies out of (walls kinda useless if zombies just spawn in secure areas you cant contain the virus)

After a certain amount of time the virus will spread randomly around the map, it's not a Bug.

I usually have heli's patrol the map so I can contain some areas quickly before it spreads a lot

Birds and worms can also spread the virus around the map at will, and this can happen VERY early. Quarantine lines are an initial procedure, but containment is ultimately impossible. Once worms start, your boundaries mean nothing. You need to race to Shredder rounds at that point and have tower/nest/worm/jugg kill teams in place and on patrol. Rogue factions will generally ensure there are blind spots in your passive backline defenses and poke holes if there aren't.

Make sure to have AA and the TUGS anti leviathan stuff aswell. Civilian groups should also be tested by towers and scientists with scanners as they pass through if you can

Huh... I've never encountered this myself, and thats despite playing a good amount.

Try looking very carefully at the red infection towers (the AoE red circle ones) and the hostile operators. Early on they tend to spread infection to far-flung areas.

Sometimes a single civvie walking around who gets attacked (but not killed) by a normal infected, that then runs away, can do it too.

I've seen this only happen once and it was for an unknown reason. I had 1 zone totally depopulate despite no infection there (nor in any neighboring zones) the whole time it lost pop to "infection."
