Oh i just noticed its 2 times the exact same save... dont know what happend there, but you can check if in both saves the same thing happens after 5secs ; Adrian Winter wont shoot her Targeted enemy, only after sending her into the South of the Island she starts to reengage new enemies, about 1 Minute later

i even moved her directly infront of the target, she was just looking at him/her/it ( was Civilian Faction that declared war instantly after spawning)

For me a lot of times, when loading a save, enemies spawned in my base, and they literally just popped up, there was no infection on the high population Island, none of the Sectors) i had visual on the area when this happened but that save is gone sadly.

Unkillable Zombies and the RavenSwarms ( those are the worst because they will continually infect civilians) even when firing at them with flamethrowers they wont die.

Civilians start running away from Evac zones into infected areas, and then if they survive the little excursion come back and evac ( and they wont recheck if they are infected, so id be evacuating potentially infected people)

Soldiers and Vehicles that had a target that ran off wont retarget closeby enemies, they will just look in the direction of their target(although this didnt seem consistent, for all troops spawned before loading the save). I couldnt even change their view direction, or sometimes i had to manually face my soldiers in the direction of their target, i selected for them, because they wouldnt turn by themselves ( after seleceting the unit and right clicking on the target i wanted them to shoot at, also ATVs, but i had spawned in 2 others where this wasnt necessary, after loading the save. So the previously spawned one was broken after loading the save, the 2-3 new ones were working fine)

I hope you can glean what im talking about.... lol its pure chaos im sorry

Replicated that Winter-not-shooting issue quickly. It was an unusual interaction with saves and Selective Fire, and I resolved it for next patch. ๐Ÿ™‚
Will be digging into this some more after a break.
