I wanted to keep the initial message short, but here's longer argumentation explaining each of the proposals.

Currently, the dynamic turn timer adds time when you completely eliminate an opponent. This is the only way to extend a turn's length.

Instead, for each territory captured the turn timer could be extended by 2 seconds. This would allow games to be set up with shorter turn timers (eg. 30 seconds), without players getting cut off in the middle of their turn, but also minimizing the amount of annoying tone players must wait for others who are AFK or who are delaying the game as a form of bad sportsmanship.

Currently either turn timers must be set very short, which alters strategy as big turns become impossible, or they must be long, which is good for strategy but means that you can wait many minutes between turns for no good reason.

Manual setup games currently use the same turn timer in the setup phase, where only ONE button must be pressed, as the turn timer to play the actual game. This is ridiculous, and the setup phase can take longer than the actual gameplay phase if opponents are slow, unresponsive, or go AFK.

The manual setup option is largely unplayable. In EVERY game, most players quit and get replaced with bots within the first few rounds of setup placement due to how boring this wasted time is. Or players quit even before that, as soon as they've realized that the same setting is Manual. This is made worse by the fact that when looking for games, you can only filter setup by 'All' or by 'Auto only', you cannot sort by 'Auto + Semi-Auto', which are both fine. So because of filtering, players must either exclude themselves from some good Semi-auto games, or occasionally accidentally get into some bad Manual games.

Please change turn length during manual setup phase to 15 seconds. Only 1 decision needs to be made per phase. This would reduce the maximum time it takes 6 players to choose 1 territory each from 6 minutes (60s timer) or 9 minutes (90s timer) down to just 1.5 minutes.

Edit: It seems I've misunderstood the current dynamic turn timer feature. For a while now the little (?) info section for turn timer selection has had info on both Regular and Dynamic. I assumed that the added time when a player is eliminated must have been caused by playing on the Dynamic setting, but that's actually a feature of Regular. Dynamic is not yet available anywhere except for Casual Private games vs friends, even though information on this is available through (?) when setting up other types of games. Dynamic seems to have a feature like this, though I don't know if the devs have considered that the addition of Dynamic will make shorter turn timers like 30s playable and likely even ideal.
