Not necessarily - it could be spam prevention approach, e.g. 3 emotes allowed per 5 seconds, 5 emotes per 10 seconds, 12 emotes per 30 seconds, 20 emotes per 60 seconds
(Can be marginally less emotes for longer timeframes)

Yeah. That could work if yall are going to do anything. Sometimes, less is more. But I think the same people who get their feelings hurt by 5 emotes will have their feelings hurt with just 1 emote. lol
