I don't know about an extra fortify phase. Would be interesting to reverse the order of the phases though.
Fortify > Attack > Draft
In a sense it sorta accomplishes what you are going for I think. I have played another game that works about like that.
this basically invalidates card blocking in any mode.
its especially bad for caps. but even in regular classic fixed games, it means you cant trap someone, they ALWAYS have the option of coming out to attack without letting down their guards like they would normally have to

Awful Idea mate. That would cause permanent stalemates in most game modes and break the rest. Cardblocking and holding strategic points would no longer matter. The only incentive is to stack everything on 1 territory and threaten to all in people to keep them from attack you. And since card blocking wont work then suiciding will be the name of the game.
not really sure how it would prevent cardblocking since when you're cardblocked you can't attack
But you can fortify 7k troops off cap before you attack - so ye impossible to card block like that
Cardblocking would just not exist anymore since now you would have the ability to move your troops directly into combat... How could somebody possibly stop your from getting a card now if you can just move the full might of your army at all times to take a card?

But I do want to note the whole idea was that it would be optional, not forced upon anyone. So claiming cardblocking won't exist anymore is a bit of a stretch 😉
you still have to consider if its benefitial to have in any context
i cant think of any possible settings that would improve as a whole from being able to freely move troops around first.
sure, you would get some wins that you otherwise wouldnt with that particular mechanic if it existed, but its existance would eliminate any strategic play around troop positioning. which like ..... IS risk

I would change it to either
Draft -> fortify -> attack
OR
Fortify -> draft -> attack
No 2nd fortify
