I don't play 1v1 but this sounds reasonable... I think? (curious to hear more educated opinions)

It may not matter much on "auto" but on semi-auto and manual setups it gives an unnecissary significant advantage to player 1. Look at it this way: since player 1 gets to attack and reinforce first it causes player 2 to only be able to place his capital on a spot that he has set alot of troops on. That way player 2 wont lose his capital before his very first turn. Since player 1 doesn't have to worry about that they can put their capital on any spot on the board. (Even if there is only 1 troop there, since they will just reinforce their capital at the end of their turn. This allows for a powerful cap blocking move from player 1. This move alone gives player 1 most of his advantage if you play fog of war caps in 1v1. Even fixing this player 1 would still have a slight advantage but this would fix alot of it imo.
