I think the slowdown timer is a great idea. But loss of battle points is worthless.
Personally i never cared about them cause it takes me ages to reach another level and claim a reward. So i just buy the cosmetics i like and chill.

Maybe they can get a temporary ban from ranked that increases as bad actions like leaving the game are repeated.
Take league of legends and apex for example. Many games have this system
