Another solution to this problem would be, instead of removing the luck completely you just balance it a bit.
50% you get a set on 3;, 100% chance you get a set on 4.
No set on 4 is always deadly, but having a set on 3 or not can keep games interesting and incentivize aggressive plays to play for luck instead of certainty.
