I like the idea of using turn limits over time restraints. With turn limits every player gets a chance to play unless someone ends the game by getting full world domination or full capital conquest run. Otherwise, in the event of the stalemate enduring to the limit, not everyone gets an opportunity to do their last move.

like I like the idea of being able to say "I want to play a game that doesn't last more than an hour" or something (roughly)

I'd envision it tying directly into victory conditions
So:
Victory Conditions: [World Domination, Capital Conquest, % Domination, Eliminate Zombies]
Game Modifiers: [Blizzards static/dynamic, Portals static/dynamic, Capitals, Zombies]
Victory Modifiers: [Reduce % every X turns, Time Limit, Round Limit, Time Limit per player (like chess!), Reduce Capital required every X turns, Require Capital (eliminated if capital taken), Zombie troop gain -0.05x per round, Zombie troop gain x1.05 per round]

So you could mix & match lots of stuff, and you're effectively applying buffs / debuffs that make victory easier or harder as time goes on too

There's a lot of options with that too, does it:

  1. Kill troops it lands on?
  2. Just immobilise them?
  3. Have them decay (e.g. -x per player turn or player move?)
  4. Leave empty slots when they leave?
  5. Behaviour with continent ownership?
