An alternative to this is to not give more than 3 troops regardless of how many territories a player holds on their first turn, since territory count on big maps is what causes this to begin with
This is true, another alternative is to just give someone the troops they would have had calculated at the start of the game (before any are lost)... I just thought this was an interesting strategic possibility.
It definitely changes dynamics especially with manual and semi-auto setups where people can have and lose big stacks because of turn order.
