If you have a read through ideas that are mostly positively reacted to they're primarily individual ideas. The main reason is that you can have players that don't want one of the ideas but does want the other (if they're posted together you get downvotes for any part not being liked even if they'd have voted positively for other items separately, separately you only get downvotes for that idea specifically)
