there's a chance it isn't stalling in that screenshot

okay so you get 35 troops for holding all of those territories and bonuses

64 - 35 = 29

so yes that is stalling

(Probably quite obvious but I did it in Pass&Play)

if holding all that gave like 45 troops, then it wouldn't have been stalling as the white player wouldn't have had enough troops to hit the 22

He moved to this place cuz that's the way when u try to catch the bonus of australia without fortifying in the right way ( in fight mode)

My 29 troops was not in Australia, I had to fortify em to this position so he's blocked and I can kill him faster.

Ok my bad. Just make sure you do kill on that turn in that scenario. After that it is stalling.
