Yeah, I think it's more that tooltips are everywhere and they're not very interactive etc (they describe a feature well for a one liner but that's about it) - having navigable pages would mean being able to have every aspect of a feature / setting etc listed - so a new feature will never have any surprises as long as you read about it.

Could even take it a step further and feature it if you've never played it before but are about to
