That's not true entirely. There are ways in which a game can come to a draw naturally, but players are not allowed to agree to a draw. The option to agree to a draw would defeat the purpose of playing and open the door for all sorts of shenanigans, such as match fixing.

Yeah they can't agree to a draw but it becomes a draw if certain conditions happen I think I worded my orig message wrong
I think having draws happen in positions where neither player can actually win and there's no way to progress the game makes sense
