Would any troops on a new blizzard territory just freeze to death?
its not my suggestion, but I thought it could kill the troops on the new blizzard, but you see a few rounds before that where the new blizzards will be, so that you can try to prepare and get them out of there. Alternatively you just get those killed troops as extra reinforcements the next turn or something like that.
