I don't think this is good. This eliminates some strategy and tactics from the game. For example, you say holding onto alliance requests is an unfair advantage. I disagree, I think people should think more carefully about who they send an alliance request to, why they do, and when they do. Also, for not being able to send an alliance request to a player that has rejected/broken it, I think this is also bad for similar reasoning, but mainly for the communication disruption. If you are annoyed by somebody spamming requests, don't deny or accept. I mean, imagine somebody(a noob) breaks an alliance with you, then a third party becomes so large that you must work together to destroy them, however as the noob is a noob, they don't think to request an alliance with you, nor can you effectively communicate with them. A situation like this, simply put, is obnoxious with your proposed idea. Granted, this is why I typically don't play with alliances on, because I can avoid the hassle entirely. Tl;Dr - You eliminate some strategy/tactics and disrupt communications with this proposal, and therefore it should not be accepted.

The Strategy and Tactics that you mention only exist, because they're based on this flawed system. You will have strategy for everything that exists. You have learned to know and love this version of the game, but to me and to many others it is a flawed one.

I see your point regarding disruption of communication. That's a good one. But let me give you an example:
Someone sends you an alliance request. You reject it for good reason. They send you one again. Why? Wouldn't your first reasoning have been sufficient? Sure, they can sway the "noob" into eventually agreeing to communicate with them. But what value does that bring?
