Was it Capital Conquest?

Chances are you were playing Capital Conquest, in which capitals give you +2. So, assuming he gets the starting 3 troops for territories, South America's +2, and two capitals for +4, getting +9 is easily accomplished. If you weren't in capital conquest, then I haven't the faintest idea as to how one could accomplish +9 troops with only SA and less than 11 territories.
