will probably have to be more based on doing it consecutively. If I leave a game because someone is stalling me out and I get punished for it, that would be annoying.

I'd say make it something like leaving within the first 5-10 turns, you get a warning. And from there on always 2h ban. It's only novices and beginners leaving that early because they don't like their spawn or someone capped in their bonus. They just want to hop to the next game and don't care about ruining other players experience. Don't need to ban them for long, just a couple hours with explanation so they are deterred from constantly leaving games until they finalle find one with a good spawn and snowball potential
