Essentially you get 2 Bonus troops if you use that card, if im not mistaken it gives you just +2 for 1 card used so try and make sure to not use 2 +2 card in the same turn in

Yeah, it is just so that you don't have to check your cards to see what ones you have. So that you get +2 troops easier by going to that territory

So if I trade in the card I get plus two?

For that specific tile as long as you own said tile, yes.

No, they will just be added for example you trade in a +2 for lets say germany is said tile, you own germany have just 1 troop on it, you trade in the +2 on the trade in and you get the trade in ( what ever value that might be either fixed or prog.) and the 1 troop on the germany tile will become a 3 troop tile

Oh it goes on top of that territory

Its essentially free troops, and if you get a card for a tile you do not own, you can maybe try and get said tile

Should I spend my troops before redeeming cards? Cause it seems if I redeem cards first I lose some draft troops

Personally i do not really look out too much for it as it depends on the game state you're in, i trade in my card when i am either threatened to be eleminated or i am forced due to having 5 card
