I like the approach, but I believe taking the aspect of card luck completely out of the game will only put the highlight on other forms of luck, such as turn order luck, auto set up etc.

Doesn’t this just favor… turn order? Cant set on 3 in 6th seat of a prog world dom game and everyone is guaranteed a set on 4. GG. Why play
That said - no real reason to downvote this as more options would not be bad
It puts the highlight on turn order and positioning, yes.
Which is a good thing and a must have for some settings to be viable without that luck component.
I disagree with what I was saying here btw. 
The more I think about it, the more this feels like the best option out of all the suggestions for a form of balanced cards.
Yeah maybe it wouldn't work well with some modes but whatever
I don’t really understand how this specifically could be a good thing tho? You aren’t really doing anything to mitigate the advantage the middle seats have in a prog game.
Putting the focus on positioning just results in shifting even more luck towards earlier seats in a game with unstable portals, and makes a bad spawn impossible to recover from if late seats can’t get a lucky set on 3 to stay alive
Why do you want someone to survive because of a lucky set? How is that any better?
Don't use the word impossible in the face of unlimited potential for different forms of competitive settings.
I could ask the same question in reverse, why do you want somebody to die because they got an unlucky spawn?
Unlucky spawn, lucky cards = you survive a few more turns. I don’t see the issue with that, which is why I liked your guaranteed joker suggestion
