I saw 3 people from Iran have this bug and 2 from Italy. By any chance do you live in either of those countries?
You need to contact steam support regarding a refund
SMG cannot process purchases from any geo-restricted region (it's also why you can't purchase gems in-app) - no idea why Steam lets it be processed but yeah
Is there a list of countries that are restricted?
Not really, it can change & we don't get notified when it does - if I recall correctly it is based on "any country currently embargoed by the US"
So an obvious example would be North Korea, purchases cannot be processed if your purchase region is there
