Perhaps i don't understand. But aren't alliances an intended function? Regardless of whether alliances or allowed in your game or not. It's usually better to work with someone or otherwise let other people make mistakes for you right?

The reason "collaboration" is a report category is because you'll often find multiple players have joined games intending to work as a team and eliminate everyone else first, regardless of what makes sense on the board. This is particularly harmful in ranked games. Yes, even if alliances are turned off you can naturally work together with another player for part of the game, but that is quite different to purposefully running interference or suiciding into someone so that your friend / main account has an easy win.
