Honestly, just do whats fun. I've been grinding out my 7.7/8.3 brits lately and thats either peak fun or soul destroying misery depending on the day. But I can go down to 4.7 Russia and just bully people all day long amd have a great time.
3.7/4.0 is a nicely balanced tier not a bad place to learn at, but if you want to go higher, go higher. America can be a bit of a struggle bus till 6.7 though

Germans are great fun, utterly braindead gameplay up till 6.7 which is a blessing and a curse. You can just click on 99% of people and win but it teaches you bad habits like not aiming for weak spots or prioritizing targets

German tanks tend to be great snipers once you reach the Pz.4 with the long 75. They get very Casemate TD heavy in the later tiers but they're all behemoths for the most part that are hard to kill amd have great guns

My regular round of ground rb is usually
- light tank rush to the edge or a good spotting position, spot as many as I can and try and get some cheeky kills.
- if I die early, switch to Sherman and go for more tank gameplay
If I get some spots/kills, switch to planes and drop bombs, then spend the rest of the round killing AA and spotting tanks for the team.
If I have really nothing to do I’ll start diving at tanks and trying to track them, preferably the ones my teammates can find and kill

The panzer 2's can be a bit yuck with their 20mm's but the 38T and I see you have the DAK aswell should be able to carry the weight till you get the Panzer 3's with decent guns

The 37mm's are ok but the Panzer 3 with the long 50mm is great.
The Panzer 2 DAK in the premium area. Its a little, light Pamzer 2 but with a 50mm gun in the turret. Its great fun

That means there is a foldered vehicle underneath. If you click on the icon, it'll pop out a second vehicle to research but at a much reduced RP cost
You need to unlock the first one before you do the second one though

Usually because the 2 vehicles are very similar or they possibly have too many vehicles in the rank so it allows you to skip some vehicles if you want, or if you like the BR you can grind them out as well

Not always, worth comparing the stats. For example, there is one very late Panzer 4 that at least used to be foldered with another. On the surface they're the same tanks, but the 2nd vehicle was actually last effort production variant with manual turret traverse only. So the first vehicles turret was relatively quick, the 2nd one was the same tank but with a very slow turret

Everything is relative. You're just gonna have to feel that one out by playing the game
Reload speeds, turret traverse, vehicle speed, gun elevation limits. It all depends on how you like to play as to what matters
