You can use any distro for development
generally it doesn't matter, but it does help to have the exact same versions of everything for testing

yeah it uses smth called declarative configuration which I don't understand completely but basically all the system configuration exists in one configuration file. so it's much easier to setup your configuration on a new device or when reinstalling. also if you install smth or make a change that breaks things, it's really easy to rollback to the previous state. same with new system versions and stuff. you can also test packages without installing them? it handles dependencies and stuff differently too. idk it sounds more streamlined and more open to experimentation to me
there's the full operating system and also just a package manager that can be used on any distro
