They don't appear much , they seem relatively rare
So it takes time

I haven't went to diggers den in a very long time ... can't remember if there are any either
You can find them in hard bounty mission , or just keep farming lake and denali and kill them on sight . Takes a while , but you are also farming resources while at it
They are also present in hard west star

Here is where they are:
-Glacier like,somtimes will spon 2,somtimes none
-West star on Hard
-Hideout on hard(bounty quest on hard)
-Old road Medium and Hard
-Train attack somtimes has them also
stoic spire
Safest bet is Diggers den. They spawn in the first cellar and in all 3 bosses’ rooms.
But you could also enter a layout where there can be more bandits with firearms (instead of SD).
