#Changing damage gears from flat increase to a % increase

Basically turn the flat damage/defense incrase gears to increase a % instead

So if there is a gear that gives let's say 10 extra damage/defense, it gives 1% extra damage/defense, scaling it for high tier weapons much better
basically 10 defense/damage -> 1% defense/damage

it's not going to change anything for low tier weapons

it might be worse for the REALLY low tier weapons, but overall it's basically the same

but doing this makes the gears better for higher grade weapons and armor

A way to blend out the tiers a bit better, to not entirely make it worse for low tiers, is have a base + %. Like 20 damage + 2%. This way a tier 1 can benefit too.
