Is it normal to get tier 6 hard old road event when I'm lvl 108 and did not even finish cultist camp quest? Just got killed with 2 shots in deputy set in the first cave, this does not seem right.

I am 111.. I got t6 hard old road.. I also tried hard with winchester 1700 dmg... But can't protect the cart... Even with all my might..

With pet and refwolf tame with 90 spirit, max Winchester and sheriff set. I passed hard level yesterday.. But 50% armor gone... That shotgun guy is insane...
