Nope, assuming you have Diabolo and Reventon, it is USD 320 to get both Zagato and Venom to 4 stars. This DS, you only need to have all support cars at minimum stars then you will have a high chance to complete DS. Mine are all minimum stars except Diabolo at maxed.
