If their connection is problematic, yes, but this only applies to only to your viewpoint and other players due to networking issues (meaning the player of that car will see it running normally).
The game's physics runs independently from networking (unless you collide into an unghosted, lagging car), so you wouldn't know until you are lagging until the "Bad Connection" icon pops up or there isn't much give when you shove players. Afaik there aren't many (if any) maneuverability hacks that exist too

Another explanation would be that the game has lagged too far behind from that player, so it wants to get the player's car to where it is now as fast as it can, so if someone is really lagging, you can see weird stuff like weirdly janky movements - or like you mentioned, "agile car".

@crimson ether I was in your GP, I reported F A S T round 3 with a video of him speed hacking and nitro hacking right off the line. And this is what they sent to me, didn't do anything because I didn't have his Player ID. You can't get a player id in gp, Gameloft should've been able to get it no problem at all.

Their "Anti-hacking experts" must not have seen anything wrong with this...Because F A S T got 1st place tier 1 by hacking. ☹️
