Yes, but it's pretty much useless unless you're trying to set World Record times with a slower car - the only use I can think of is to limit drift speed to get a better drift radius, and even then it's relatively negligible unless you're chaining corners and sections of a track

a player don't have to grind so much to get a reward

1. You should be able to use C class cars too (H2, Vencer, AH33, Gallardo etc.) this season, and only D and C class cars from bronze to Legends League
2. It's been told like literally everywhere, even in your in-game notifications (if you read at all), that GL tries something new for MP, last season D-class filter, this season D and C class filter, next season D,C and B and then D, C, B and A class filter. Apparently after that, GL will return to old MP mode but we shall see
