long story short, the servers are garbage, especially on windows. in detail, every time you finish a race, a "Finished Race" signal is sent to the MP servers. you're 2nd bcz your signal reached the servers after your rival's. It's the sequence in which players send in that "Finished Race" signal that determines the finishing positions, not your finishing time. Your finishing time doesn't matter if your rival's signal arrived first even if their time is slower, which is why you get pretty much the same time as your rival on race finish
