It's not depend on your gl, but highest rank cars you have, for example, if your 5 highest cars is chiron (4700s), ultima (4600s), and other cars that have rank more than 4000s, all of them will be totaled and that's your division, even though you still below gl 20, cmiiw

For example me, im already gl 28 but in div 4, because my highest rank cars is only 4200s
